1. Call to Order
Chairperson Bradley called the workshop to order at 6:30 p.m.
2. Presentation by and Conversation with City Officials
Council President Norton provided an overview of the structure and responsibilities
of the City of Red Wing government, including infrastructure, public safety, parks
and recreation, library services, economic development, Port Authority, and The
Sheldon Theatre. Council Liaison Stinson discussed the role of boards and
commissions to advise the City Council and collaborate with other groups. Council
President Norton discussed policy-making and other responsibilities of elected
leaders in collaboration City staff with other entities. She further discussed the
volunteer work of board and commission members. She reviewed some the roles
and responsibilities of the Council President, the Council Vice President, the Council
President Pro Tem, the Mayor, and the Council Administrator. Council Liaison
Stinson described her role as Council Liaison to the Red Wing Youth Commission.
Council Member Brown discussed his role as Council Liaison to the Sustainability
Commission. He suggested scheduling a joint workshop with the Sustainability
Commission and the Youth Commission to discuss potential ways to collaborate on
projects. The process of scheduling a joint workshop was reviewed.
Commissioner Lu referenced past discussion of sustainability related projects and
suggested adding more specific information to the Youth Commission Work Plan.
Council Administrator Kuhlmann further discussed the structure of the City of Red
Wing government. She reviewed some of the roles and responsibilities of City
Officers / Department Heads. She discussed the role of the Community
Engagement Facilitator. She thanked Youth Commission members for their service,
noting that input from the Youth Commission will help make Red Wing a better city.
Chairperson Bradley asked whether there are other positions available for youth.

Administrator Kuhlmann commented that election volunteers are always needed and
appreciated. She indicated that she will research the age requirement for this role
and will ask the City Clerk to gather additional information. She also discussed the
hiring of seasonal workers during the summer months. Community Engagement
Facilitator Leise discussed internships through the Flight Paths program and City
staff shadowing opportunities.
Council President Norton commented that Youth Commission recommendations will
be reviewed by the City Council, which will provide feedback and may request
additional discussion by the Youth Commission.
3. Discussion of River City Days
Chairperson Bradley suggested discussion of flyers, banners, or other promotional
materials. Community Engagement Facilitator Leise suggested determining the goal
of creating these items.
Several Commissioners volunteered to assist at River City Days. The location of the
City of Red Wing tent at Bay Point Park and the days / hours of operation were
reviewed. Commissioners discussed various strategies for talking with both parents
and youth.
The purposes of the promotional materials were discussed. It was discussed that
banners could be used at multiple events. It was suggested to print Youth
Commission shirts once a logo has been designed. Commissioner Lu volunteered
to assist with designing a banner. Ms. Leise indicated that she will research printing
options.
Potential activities at the booth were discussed. It was discussed that booth
volunteers should be members of the Youth Commission.
Youth Commission member recruitment was discussed. The application and
selection processes were reviewed. Application distribution was discussed. Social
media communication was discussed. It was suggested to disseminate information
to a wide variety of groups, in order to encourage a diverse group of applicants. It
was suggested to revise the flyer that was used in the past.
It was decided not to participate in the River City Days parade this year.
A committee was formed to work on River City Days materials and activities,
consisting of Chairperson Bradley, Commissioner Snider, Commissioner Cooper,
and Commissioner N. Meyer. Committee communication was discussed.
It was suggested to design and print stickers along with the other materials.

Commissioner A. Meyer suggested building relationships with School District
representatives and discussing ways to communicate with students and promote
volunteer opportunities. Commissioner A. Meyer volunteered to assist with this
initiative.
5. Adjournment
Chairperson Bradley adjourned the workshop at 7:37 p.m.
