HomeMy WebLinkAbout20210421 -Special Meeting Minutes Red Wing Youth Commission Special Meeting via Video Conference April 21, 2021 Commissioners Present: Commissioners Molly Bradley, Devon Copley, Gavin Magill, Allie Meyer, Nora Meyer, Kaylee Snider, Rachel Haushildt, and Kayleigh Hoppman (joined late) Commissioners Absent: Chairperson Alainn Hanson; Commissioners Deyahni Cooper and Mathew Lu Others Present: Helen Korbel, Staff Liaison; Laurel Stinson, Council Liaison; Michelle Leise, Community Engagement Facilitator; Michael Johnson and Bill Gehn, Sustainability Commission Members; Becky Poss, Arts & Culture Commission Member 1. Call to Order The meeting was called to order at 6:00 p.m. by Vice Chairperson Bradley. 2. Pledge of Allegiance Vice Chairperson Bradley led the recitation of the Pledge of Allegiance. 3. Statement of Intent Commissioner Nora Meyer read the Statement of Intent. 4. Youth Commission Purpose Statement Commissioner Magill read the Youth Commission Purpose Statement. 5. Roll Call Roll call was conducted. Commissioners Bradley, Copley, Hauschildt, Magill, Snider, Nora Meyer, and Allie Meyer were in attendance along with Council Liaison Stinson, Staff Liaison Korbel, and guest speakers Michelle Leise, Becky Poss, Mike Johnson, and Bill Gehn. Commissioner Hoppman joined the meeting late. 6. Approval of Agenda A motion was made by Commissioner Snider, seconded by Commissioner Magill, to approve the agenda as presented. A voice vote was conducted, and the motion carried unanimously. 7. Approval of Minutes A. January 13, 2021, Workshop Minutes. B. January 20, 2021, Meeting Minutes. C. February 17, 2021, Workshop Minutes. D. March 17, 2021, Meeting Minutes. Red Wing Youth Commission Special Meeting Minutes Page 1 of 4 April 21, 2021 A motion was made by Commissioner Bradley, seconded by Commissioner Magill, to approve the meeting and workshop minutes as drafted. A voice vote was conducted, and the motion carried unanimously. 8. Public Comment Staff Liaison Korbel reviewed the public comment procedure. There was no public comment. 9. Guest Speakers A. Community Engagement Facilitator Michelle Leise. Community Engagement Facilitator Leise reviewed the social media platforms that the City uses, noting that City staff can provide assistance with social media postings. She also discussed Channel 6 programming, website communication, and the City's twice monthly online newsletter, City Beat. Ms. Leise noted that the City also employs trained videographers and video editors, who could provide assistance with Youth Commission videos. Ms. Leise also discussed future in-person events and the availability of public spaces, which would provide opportunities for Youth Commission interaction with the community. She commented that printing assistance is also available. Commissioner Bradley asked what types of communication are the most effective. Ms. Leise stated that the City's Facebook page been effective in terms of the number of views and shares. She noted that City Beat has been a good source of information for interested community members. She added that established events are a good way to network with the community. Ms. Leise commented that Youth Commission members are encouraged to share ideas about how to reach students and the types of messaging that appeal to youth. Printing services were further clarified. The Youth Commission budget was discussed. Potential attention-getting activities and giveaways were discussed. B. Sustainability Commission Members Mike Johnson and Bill Gehn. Sustainability Commission Chair Johnson reviewed the Sustainability Commission Vision / Mission Statement and provided examples of the work of this group. Commissioner Gehn thanked Youth Commission members for their service. He reviewed the benefits of electric vehicles and discussed current Sustainability Commission initiatives relating to the installation of electric vehicle charging stations in Red Wing. An upcoming clean-up initiative in partnership with the Prairie Island Indian Community was also discussed. Chair Johnson discussed native plantings and a pollinator demonstration project in Featherstone Park. Examples of sustainable practices and ways to encourage youth and their families to be more sustainable were discussed. Chair Johnson and Commissioner Gehn wished everyone a happy Earth Week and invited the Youth Commission to reach out to the Sustainability Commission to further the discussion. C. Arts & Culture Commission Member Becky Poss. Arts & Culture Commission member Becky Poss discussed the formation of the Arts & Culture Commission and described the vision and goals of this group. She detailed some of Red Wing's assets and discussed the promotion of these assets. She commented that the work of the Arts & Culture Commission involves supporting and encouraging the creative use of public spaces. She suggested working with the Youth Commission on activities and events to engage Red Wing youth. She provided examples of how the Arts & Culture Commission could provide assistance in this regard. Commissioner Poss discussed how Red Wing boards and commissions along with community members are involved in city planning activities. She provided examples in this regard, including Memorial Park improvements, the new pedestrian bridge, and the sculpture walk project. Performance art opportunities were discussed. Suggestions for youth activities were discussed, including drive-in movies and dance parties. Commissioner Poss reviewed the process involved in planning and hosting youth activities and events and discussed how the Arts & Culture Commission and City staff can provide assistance. Outdoor band concerts and open mic events were discussed. Staff Liaison Korbel expressed appreciation to the guest speakers for attending the meeting and providing information to the Youth Commission. 10.Updates from Committees A. Sustainability Committee. Commissioner Bradley discussed a potential tree planting activity, noting the challenges associated with the current restrictions on public events. Staff Liaison Korbel indicated that she will contact City staff for assistance with logistics. Council Liaison Stinson also suggested planning a location for the tree planting. Youth Opportunities in the Arts Committee. There were no updates from this committee. D. Research and Communication Committee. The poster project was referenced. 11.Discussion and Option to Vote on RWYC Ads Commissioner Bradley discussed the poster project and reviewed the proposed poster designs. It was suggested to add a QR code to the poster. Distribution of posters /flyers was discussed. It was suggested to print double-sided flyers. A motion was made by Commissioner Hoppman, seconded by Commissioner Bradley, to print double-sided flyers as discussed, with a QR code added to the front side. A voice vote was conducted, and the motion carried unanimously. It was noted that Commissioner Bradley will make the edits, obtain approval from the school for distribution, and forward the final version to Staff Liaison Korbel for printing. Later in the meeting, poster/ flyer distribution was further discussed. It was suggested to print 50 flyers for now. Commissioner AIIie Meyer indicated that she obtained approval to distribute the posters through the Counselor's Office. The process of seeking approval to distribute posters for classrooms was discussed. 12.Discussion of RWYC Commissioner Transition Process Staff Liaison Korbel discussed Commissioner terms and the transition process. She reviewed the application and appointment process for Youth Commission members. 13.Commissioner Comments It was suggested to compose a lunchroom announcement regarding the Youth Commission application process. Staff Liaison Korbel requested suggestions for future guest speakers. It was suggested to invite one guest speaker per meeting.
