POHLMAN PURPOSE: It is the intention of the Red Wing Police Department to deliver quality law enforcement services to all members of this community. To do this we must maintain sufficient manpower within the community to provide these services. This policy establishes guidelines to assist officers in determining when they should engage in the transport of persons outside the City of Red Wing for other agencies. POLICY: It is the policy of the Red Wing Police Department that officers will transport persons for other agencies only under emergency circumstances, and then only when remaining manpower does not fall below unacceptable levels. If manpower limits fall below unacceptable levels, then attempts shall be made to contact off-duty personnel to provide the transport. 1. DEFINITIONS A. TRANSPORT: The movement of any person from one location to another by vehicle. For the purposes of this policy, it shall refer to the movement of persons to locations outside the City of Red Wing. B. EMERGENCY: An emergency shall exist when the person, for which transport is requested, demonstrates observable violent behavior, or an extreme potential that violent behavior will immediately occur, that would cause a reasonable officer to consider the person a danger to themselves or others. C. VIOLENT BEHAVIOR: For the purposes of this policy, violent behavior shall be defined as physically assaultive conduct by a person whose physical condition or possession of weapons is such that these actions could reasonably be expected to cause injury to themselves or another. 2. TRANSPORTS A. The Red Wing Police Department reserves the right to refuse transport of any individual if that transport reduces remaining manpower below an unacceptable level. Unacceptable manpower levels will be determined by the supervisor on duty, or if none present, by the senior officer on duty. Page 1 of 2 TRANSPORTS FOR OTHER AGENCIES -POLICY 31 1. Transports for other agencies will be conducted only when an emergency situation exists. 2. The officer on scene will make the determination whether the person qualifies for transport by the Red Wing Police Department under this policy. 3. If the officer on scene believes that the person does not qualify for transport under this policy, the officer shall contact the supervisor on duty, or the senior officer, if there is no supervisor on duty, to discuss the situation and what options are available. If there are no other options available for the Red Wing Police Department to provide the transport, the person will be returned to the custody of the requesting agency for appropriate alternative transportation (i.e. ambulance, family member, staff, etc.).
