POHLMAN PURPOSE: To establish safe operating procedures for hand-held stationary traffic radar equipment to minimize the operator's or others exposure to microwave radiation. COMMENT: Radar is an established, effective method of speed detection and control. It has been recognized as such by courts in this state. 1. DEFINITIONS A. DOPPLER RADAR: A method of speed detection through the use of microwave radiation and electronic circuitry. B. HAND-HELD RADAR: A speed detection device that is designed and shaped to be held in the hand, that may be pointed toward targets to be measured, and that is operated in a stationary mode. 2. OPERATING PROCEDURES A. Hand-held radar must be turned off unless the operator is actually engaged in a stationary speed enforcement effort. B If the particular hand-held radar in use has a "stand-by" mode, the unit must be in the "stand-by" mode unless actually being used to measure speed. C. The operator must not allow the radar antenna to rest against any portion of the operator's or others body when the unit is in operation. D.
