PURPOSE: To promote officer safety. To establish and promote professionalism in the
use of the MN ARMER radio system & law enforcement radio talk groups
within that system.
1. GENERAL
A. All uniformed personnel, including Sergeants, shall notify dispatch by radio
when they begin and end each tour of duty.
B. All uniformed patrol personnel, including Sergeants, shall call out by radio
when leaving their patrol vehicles.
C. All uniformed personnel, including Sergeants, shall call back in service by
radio upon termination of the stop made or re-entry to their patrol vehicle.
D. All radio traffic on any radio talk group available to personnel of the Red
Wing Police Department shall be brief, necessary, professional, in plain
English, and directly related to the police function.
2. RADIO CALL OUT POLICIES
A. All radios shall have (A GD LMAIN2) programmed as the second priority
channel. This priority is identified on the radio with a Z followed by a dot (Z.)
B. All radios will be programmed to scan at minimum, (A RWPD OPS) and the
scan function must be enabled on the radio. This talk group is to be used for
radio traffic between officers that dispatch does not need to hear.
C. When hailing other officer(s) to a talk group, other than agency main, officers
should identify that specific talk group in which the communication will take
place. This could be accomplished by first attempting to hail using the talk
group where the communication will be taking place (i.e. RWPD OPS, OPS
7, etc.), and if other officer(s) don't respond then attempt to hail them on
LMAIN2.
D. Personnel shall indicate a specific location, not just a general area, when
calling out of the car.

E. Call outs shall be made to the Dispatcher, Supervisor, or Senior Officer
depending on the nature of the call out as described below.
1. Call outs to Dispatcher
a. Response to assigned calls for service
b. Traffic stops (give location and license information)
C. Beats (give location, which beat, etc.)
d. Flag downs by citizen/motorists
2. Call out to Supervisors (Will primarily use RWPD OPS talk
Group.)
a. Permission must be granted by a supervisor, call out must
occur when stop is made.
b. Stops shall be kept to a minimum
C. Stops shall be as brief as possible
d. Stops shall be at locations within the City limits unless
expressly authorized by the supervisor.
1) Lunch and coffee breaks
2) Miscellaneous personal stops
3) Stops at officer's residences (others or own)
4) Stops at office for any reason
