PURPOSE: To establish a procedure for scheduling of employees to satisfy requirements
for service, to describe procedures for requesting straight shifts as they
become available due to the scheduling format then in use.
SCHEDULING
A. The Chief of Police or their designee shall be responsible for the preparation
and posting of a monthly schedule setting forth day shifts, night shifts,
straight shifts if any, and hours of work for each patrol officer and patrol
Supervisor. This shall be in accordance with Article V, Section 5.1 of the
Union Contract.
B. Patrol officers shall be assigned shifts, as nearly as possible, with regard to
their seniority within the department and their job classification. A shift shall
be as defined in Article XIII of the Union Contract.
Shifts are not to be confused with slots or position on the schedule.
2. Slot or position on the schedule shall be at the sole discretion of the
Chief of Police, decided solely on the basis of seniority with regards to
hours only.
3. Holidays to be worked or employees to be worked with or not worked
with shall not be a consideration in slot or position assignment unless
at the discretion of the Chief of Police.
C. Patrol Supervisors shall be assigned shifts and slot position with regards to
seniority within the Supervisor ranks and not with regards to overall seniority
within the department, in addition to providing the best overall supervisory
coverage.
D. Assigned shifts shall take into account special events or circumstances that
may require adjustment of the number of patrol personnel working at any one
time of the day or night.

E. A number of straight shifts may be required due to the format of the then
current schedule.
1. Patrol Officers shall bid these straight shifts on a seniority basis as in
Article XIII, Section 13.5 of the Union Contract.
2. Bidding shall be the officer's responsibility and shall be turned in on or
before October 31 of each calendar year to allow for preparation of
the next year's master schedule.
3. In the event that no senior patrol officers bid for the straight shifts
available, they shall be assigned in reverse seniority order to the
junior -most officers within the department with corresponding hours
reflecting their lack of seniority.
F. Straight shifts bid and assigned shall remain in effect for the entire calendar
year unless changes in department membership, department structure, or
scheduling format would necessitate re -bidding.
1. Any requests for change or modification of an assigned shift shall be
at the sole discretion of the Chief of Police.
G. Scheduling of Administrative Officer(s), Investigator(s), Training Officer and
Juvenile Officer(s) shall be at the sole discretion of the Chief of Police or
their designee.
