POHLMAN COMMENT: It is important that personnel involved in law enforcement project a neat, competent, capable and professional image to the public. PURPOSE: To set standards of appearance with regard to but not limited to facial hair; hair style and length, tattoos, jewelry worn, uniform style, color and appearance; and the placement of department authorized or required patches, insignia, badges, or decorations. 1. UNIFORMS. PATROL DIVISION A. Basic Uniform 1. Cap, Summer a. Navy "Round Top Cap" b. OPTIONAL: Department approved navy blue baseball style cap to be utilized only for specific field type operations such as searches, dragging operations, etc. THIS CAP SHALL NOT BE WORN FOR REGULAR DUTY ACTIVITIES OR ON A OFF DUTY BASIS. 2. Cap, Winter a. Navy "Super Trooper" b. OPTIONAL: "POLICE" ski cap. C. OPTIONAL: Navy blue or black knit'watch' cap 3. Jacket, Multi -season a. Blauer combination with zip out liner. b. Existing jackets may be worn until replacement is necessary. 4. Parka (OPTIONAL) a. Officers may elect to purchase, in addition to the above outer garments, a hooded parka . This parka shall have a navy blue Page 1 of 15 UNIFORMS, GROOMING, OFFICER APPEARANCE- POLICY 1 nylon outer shell, navy blue fur in the hood area and be designed for law enforcement use. 5. Shirt, Summer weight a. Navy blue short sleeved. 6. Shirt, Winter weight a. Navy blue long sleeved. 7. Sweater and Wind Shirt (OPTIONAL) a. Officers may elect to purchase the Blauer #205 V-neck sweater or Blauer #205 XCR (Windstop) V-neck sweater. The sweater shall be navy blue in color with a W" neck, patches on elbows, and shoulder epaulets. b. Officers may elect to purchase the Solar 1 wind shirt #WS01. The wind shirt shall be navy blue in color with a "V" neck, epaulets and department patches on both shoulders 1 inch below the seam. The wind shirts shall have an embroidered shield and the officer's last name embroidered on the front of the shirt. The shield goes on the left and the name on the right side of the wind shirt. NOTE: The wind shirt must be worn inside of the uniform pants. 8. Pants, Summer or Winter a. Navy blue in color. 9. Ties, turtlenecks, or dickeys a. Ties shall be the clip on or "break -away" styles for officer safety and navy blue in color. b. Officers may choose to wear a turtleneck or dickey under their long sleeve shirts in place of the tie. These items are to be navy blue in color. 1) All turtlenecks or dickeys worn shall be of the type with a collar that doubles over. "Mock" turtlenecks or dickeys shall not be acceptable. The letters RWPD may be embroidered on the turtleneck or dickey using Metallic Gold thread. C. Ties, a dickey, or a turtleneck shall be worn at anytime an officer is wearing a long sleeved shirt, a sweater, wind shirt or any jacket. Page 2 of 15 UNIFORMS, GROOMING, OFFICER APPEARANCE- POLICY 1 10. Tee Shirts Approved Tee Shirts when any part is showing outside of the uniform shirt: a. White in color - no part of tee shirt shall be visible from sleeves. b. Under Armour dark navy blue color code #465 style #1005384 (loose fit) or style #1005039 (form fit). 11. Footgear, summer a. Black plain toed boot or shoe that can be polished that does not have rings, buckles or straps attached. 12. Footgear, Winter a. Black plain toed boot or shoe that can be polished that does not have rings, buckles or straps attached and is weather appropriate. 13. Gloves - Gloves will be worn only as appropriate to weather conditions or duty assignment. a. "Sap" gloves shall not be authorized for use at any time. b. Gloves shall be black in color with the appearance of smooth finished leather. C. Fingerless gloves will not be worn at any time. d. In extreme cold conditions, Officer may elect to wear black "chopper" mittens which give the appearance of smooth finished leather. e. Latex or rubber gloves provided by the department shall be worn at anytime an officer may be exposed to bodily fluids that might result in bloodborne pathogen contamination. 14. USE OF BODY ARMOR a. Officers shall wear only Department approved body armor. All uniformed officers shall wear body armor unless expressly exempted by this policy. All non -uniformed officers shall wear body armor when executing a search warrant, making a pre - planned arrest, or any other enforcement activity that may involve dangerous situations. Uniformed officers may be exempted from wearing body armor in the following situations: Page 3 of 15 UNIFORMS, GROOMING, OFFICER APPEARANCE- POLICY 1 1. When an agency approved physician determines that an officer has a medical condition that would preclude use of body armor 2. When the officer's duties are primarily administrative or public relations oriented in nature. 3. When a uniformed officer assigned patrol duties will be at the office for an extended period of time performing an administrative task, i.e., completing extensive paper- work. Uniformed officers shall put body armor back on before responding to a call for service or performing any patrol function. 4. Although officers are encouraged to wear their body armor at all times regardless of weather conditions, Supervisors can make an exemption due to exceptional circumstance. 5. Supervisors can also make an exemption related to extreme heat and discomfort for officers on special duty assignments i.e. bike patrol, K9 Officer Activities, etc. 6. When the Chief of Police or designee determines an exemption is appropriate. Individual officers are responsible for ensuring that body armor is worn in compliance with this policy and supervisors will monitor. Body armor plays a vital role in officer safety and every effort must be made to ensure that it is made available to all officers and that it is properly maintained and worn. B. Leather gear and equipment (MANDATORY) 1. 2 1/4" black basketweave belt with brass colored buckle and keepers with brass buttons. 2. Black basketweave department approved holster with department issued firearm, worn on the duty belt. a. Shoulder holsters shall not be worn externally by uniformed officers while on duty, in uniform. 3. Black basketweave magazine pouches capable of containing two (2) loaded magazines. 4. Black basketweave handcuff case, snap or Velcro closure or open style, officer choice. a. Handcuffs, hinged preferred or link joint style, officer choice. Page 4 of 15 UNIFORMS, GROOMING, OFFICER APPEARANCE- POLICY 1 5. Black basketweave flashlight holder for "Stinger" model rechargeable flashlight and "Stinger" flashlight. 6. Black basket weave key ring holder, "silent" type required. 7. Black basketweave aerosol irritant holster and aerosol irritant. 8. Black department approved latex/rubber glove pouch and gloves. 9. Soft Body Armor. C. Leather gear and equipment (OPTIONAL) 1. Black leather carry case for knife or multi -tool and knife or multi -tool. D. Accessories 1. Rank insignia. a. Collars shall have sergeant rank and above insignia gold in color. 2. Name tags shall be 3/8" x 2 1/4" gold colored with black lettering. Officers may choose to have insignias engraved or attached to the name tag and the only currently authorized insignia is the EMT insignia. Prior approval for any other insignia must be obtained by the department's administration. a. They shall include both first and last name or initial(s) and last name. They shall be worn on the right shirt pocket flap, right side of optional sweater, and right jacket pocket flap. b. Officers may choose to purchase and wear "Serving Since" accessories to the name tag. This accessory may indicate total years in law enforcement or total years with the Red Wing Police Department, officer's choice. C. Officers may choose to wear departmental provided handgun awards of either EXPERT or MASTER as earned and only for the year it was earned. d. Active Field Training Officers may chose to wear departmental provided FTO bars recognizing them as Field Training Officers. E. Patches and positioning of same Page 5 of 15 UNIFORMS, GROOMING, OFFICER APPEARANCE- POLICY 1 1. Department approved shoulder patches shall be affixed to all shirts, jackets, parkas, wind shirts and sweaters. They shall be attached to both right and left sleeves, 1" (one inch) below the shoulder seam line and centered over the crease. 2. The department approved American Flag patch measuring 2 1/4" x 3 1/2" shall be affixed to all shirts, jackets, and parkas, centered over the right pocket just touching the top of the pocket flap. 3. All patches shall be secured by sewing with thread of the same color at the attachment area of the patch or by thread of a transparent nature. 2. COMMUNITY SERVICE OFFICERS, RESERVE OFFICERS AND BIKE PATROL A. The uniform for Community Service Officers shall be the same as for uniformed officers with the exception of leather gear. 1. Community Service Officers uniform shirts, sweaters, wind shirts and jackets shall have a COMMUNITY SERVICE OFFICER Rocker applied above the department patch on each sleeve. 2. During the summer months the Community Service Officers may elect to wear department approved polo shirt with CSO insignia and navy blue shorts. B. The uniform for the Bike Patrol shall consist of a navy short sleeve polo style shirt with the words "BIKE PATROL" stenciled on the back or department short or long sleeve uniform shirt; and department approved navy blue shorts. (see Appendix A) 1. Bike patrol officers shall wear department supplied bike helmets at anytime they are on bike patrol. C. The uniform for Reserve Officers shall consist of a light blue long or short sleeved shirt, French blue trouser with 1/2" navy stripe, or navy blue Blauer Street Gear Pants and navy blue outer jacket. 1. All uniform apparel for Reserve Officers shall be department supplied. 3. UNIFORM APPEARANCE A. Uniform and civilian clothing shall not be mixed or worn together except when traveling to and from work in an officer's personal vehicle or while off duty in transit for a court appearance. Page 6 of 15 UNIFORMS, GROOMING, OFFICER APPEARANCE- POLICY 1 B. Uniforms shall be kept clean, neatly pressed, and unobtrusively repaired. C. Uniform clothing shall be properly worn and buttoned: 1. All shirt pockets shall be buttoned or of the type giving that illusion with Velcro fasteners. 2. Summer shirts shall only have the collar button unfastened. a. When worn with a tie, the collar button shall be fastened. 3. Winter shirts shall be worn with the sleeves fully extended and buttoned. All winter shirts shall be worn with a fully fastened collar button and tie, or with one button unfastened and a dickey or turtleneck underneath. 4. Rolling of sleeves on summer or winter shirts is prohibited. 5. No shirt shall be worn with more than the collar button unfastened. D. Proper insignia shall be worn at all times. 1. NO UNAUTHORIZED INSIGNIA OR DECORATIONS SHALL BE WORN AT ANY TIME! 2. Shoulder patches shall be properly affixed to all shirts, jackets, parkas, and sweaters, wind shirts and shall be maintained in good condition. 3. The department approved American Flag patch shall be properly affixed to all shirts, jackets, and parkas, and shall be maintained in good condition. 4. Collar insignia (when required by rank) shall be properly affixed to all shirts and jackets. 5. Name tags shall be worn on all shirts, jackets, and parkas. 6. Department supplied metal breast badges shall be worn on the uniform shirt, jacket, parkas, and sweaters. E. Wearing of the Uniform Cap 1. When wearing any headgear due to weather or other conditions it shall always be of a department approved type, style, and color. Page 7 of 15 UNIFORMS, GROOMING, OFFICER APPEARANCE- POLICY 1 2. The summer uniform cap will be worn for dress occasions as specified by the organizers of such occasion. F. Footgear shall be kept shined and not in need of obvious repair or run down at the heels. 4. GENERAL OFFICER APPEARANCE A. Facial Hair 1. Officers will be clean shaven with the following exceptions: a. Mustaches will be permitted if neatly trimmed, of moderate size and design. b. Beards for patrol officers are not permitted. 1) Beards appropriate to a duty assignment may be worn if authorization by the Chief of Police has been obtained in advance. B. Hair in General 1. Hair shall be neatly trimmed, of moderate length, and of conservative style. a. Hair shall not be of a length that if worn outside the collar would extend over the collar. (Female officers excluded) b. Female patrol officers shall wear their hair in such a manner as not to interfere with their ability to perform their duties. C. Hair appropriate to a duty assignment may be worn if authorization by the Chief of Police has been obtained in advance. C. Fingernails 1. Fingernails shall be kept neatly trimmed and shall extend no more than 1/8" beyond the fingertip. Nail polish, if worn, shall be colorless. D. Tattoos 1. Tattoos on an employee's body will not be allowed to show. The uniform worn in the proper way, as directed by this policy must cover them up. a. Any employee with an existing tattoo, as of the effective date of this policy (06/23/06), is exempt from this paragraph. E. Jewelry Page 8 of 15 UNIFORMS, GROOMING, OFFICER APPEARANCE- POLICY 1 1. Earrings shall not be worn by either gender on duty or at any time while representing the department, such as, but not limited to, court, training, etc. a. Earrings may be worn if appropriate to a duty assignment, such as undercover drug investigations, and authorization by the Chief of Police to wear has been obtained in advance. 2. Necklaces and neck chains shall not be worn on duty or at any time while representing the department, such as, but not limited to, court, training, etc. in such a manner as to be visible or easily grabbed by others. a. Religious or medical I.D. type necklaces may be worn under the shirt but visible neck jewelry will not be permitted. 3. Medical I.D. bracelets may be worn. 4. Jewelry of a controversial nature will not be permitted. a. Examples of this are, but not limited to: 1) Death's head rings 2) Skull and crossbones designs 3) Swastika designs 5. NON-UNIFORM OFFICER APPEARANCE A. Non -uniformed officers, or those members of the Red Wing Police Department that normally report for work in plain clothes shall dress conservatively, neatly, and in accordance with directives of the Chief of Police. Flying Cross cargo style pants #3900, Navy Blue in color. 3. Blauer (Street Gear) #8980 — mens or #8980 — women's, cargo style pants, navy blue in color. Shorts (CSO and Bike Patrol Only) 1. Department approved navy blue in color. D. Sweaters and wind shirts. 1. Blauer #205 V -Neck Sweater, with epaulets, badge tab and name tag tab sewn on 2. Blauer #205 XCR (Windstop) V-neck sweater with epaulets, badge tab and name tag tab sewn on a. Sweaters shall have department patches on each shoulder one inch below seam. No flag will be on the sweaters 3. Solar 1 #WS01 navy blue wind shirt with "V" neck and epaulets. a. Wind shirts shall have department patches on each shoulder one inch below the seam. Department approved shield shall be embroidered on the front, left and the officer's last name embroidered on the front right of the wind shirt. E. Turtlenecks 1. Blauer #8100 turtleneck with optional metallic gold embroidery. 2. Blauer #8109 turtleneck dickey with optional approved metallic gold embroidery F. Jackets 1. Handcuff case and handcuffs 3. Firearm, department approved ammunition and holster 4. Firearm magazines and magazine holster 5. Flashlight holster 6. Chemical Aerosol Spray holster 7. "Silent" type key carrier 8. ASP & holder 9. Taser & holster/carrier 10. Soft body armor B. Additional items issued by the Red Wing Police Department are as follows: 1. A take-home portable radio and related equipment necessary to carry, charge and operate the radio 2. A "Stinger" model rechargeable flashlight 3. A black basketweave latex glove pouch 4. RESERVE OFFICERS WITHOUT PART-TIME PEACE OFFICER STATUS A. The Red Wing Police Department will supply the entire uniform and necessary accessories. Reserve officers will not be allowed to carry a firearm while on duty. 3. COMMUNITY SERVICE OFFICERS A. The Red Wing Police Department will supply the entire uniform and necessary accessories.
